Plexiglass and lights I can't help you with but as for cutting and painting that I have done. I used a jigsaw with a bi-metal blade to cut blowholes and a dremel tool to smooth out the cuts and make it look good. When it comes to painting it is just like anything else take your time doing the prep work sand it down not to bare metal but to scruff the paint so the new paint has something to stick to. Clean it good and then buy a good quality spray paint and give it several smooth and even coats letting it dry inbetween coats. Then finsih it with a couple coats of clear coat. Above all take your time in both cutting and painting.

If you are going to paint plastic, use vinyl dye. It adhears to the plastic much better and doesn't "chip" off from what I've heard. Cause it sorta burns into it and comes out extremely clean looking.

Get a dremel or some sort of saw that will cut metal. Desighn the shape you want.
Get some window modling and installt he window.
For the neon, just secure the neon using screws or some sort of fastener. Put a switch on it and wire the switch to reach a convienient place on the case. Its not too bad....just try it.
Plasitc cases are a little harder but no big deal. just measure, drill, and secure.

The most important thing with case modding is to plan out exactly what you want to do from start to finish before you do anything. Many a modder has gotten halfway through a blowhole or window to discover that it will interfere with another component. Never be in a hurry to finish your project or you will make mistakes.
