Check your area for locally owned ISPs. I live in a semi-small town and have about 4 to pick from. Any of these would be much better than AOHELL or MSN and most likely much cheaper. If you are a student, most will even give a discount.
Here is a good place to start looking.

One part is your ISP when you're looking for lower pings but another important part is your modem.
You get better pings with hardware modems than with softmodems ... at least that's how it was back in the days when I used dialup.
ISDN might be another alternative, it's a digital connection (two channels @ 64kbit which can be bonded) and offers low pings right away but I dunno if it would be much cheaper than DSL or if it is available at all in your area.

Have you checked DSL prices? They're generally very competative now. Are you going to use a 2nd dedicated phone line for dialup? If so, chances are you'll be paying the same as you would for DSL.
Have you used a dialup service on your phone line previously? Do you know what connect speeds you get? Anything under 33K will be a poor gaming experience.
I was a serious CS player for many years on dialup. Let me tell you the secret to a good gaming experience on dialup:
- As Doc pointed out, a quality hardware modem
- A good ISP
- Good phone lines capable of SUSTAINED AND RELIABLE 48K+
To have an enjoyable gaming experience you'll need to play on servers with pings under 300. Ideally under 250. Anything over 300 is just not playable in my opinion.
If you're in the United States I'd just go with any of the big name ISPs that DO NOT use a front end program (avoid MSN, AOL, Net Zero, Juno and Compuserve for this reason - all of these use a front-end, and most of them are proxies).
I'd recommend Earthlink - I've had good luck with them as a dialup when I travel. You local phone company might also provide Internet dialup. AT & T is another good one.
DO NOT install any software these ISPs might give you. You don't need it, and sometimes they include "Accelerators" which will adversely affect your gaming experience.
Windows needs no additional software to use a regular ISP. Just set it up manually in Network Connections using the connection wizard. All you need to enter is the phone number, username and pasword.
As for modems, I would highly recommend an external SERIAL US Robotics modem. Most internal and USB modems are software modems (with very few exceptions). You want a hardware modem for gaming. This is a good modem here: http://www.newegg.com/app/ViewProductDe ... 135&depa=0
Good luck!
