I assume you are trying to access them via something like Network Neighborhood? You're never going to be able to access them like that with your existing setup. The fact that they are on two IPs means, for all intents and purposes, they are on separate connections. Imagain the alternative: you could see the computer, but everyone else in your area with a cable modem (or DSL, whichever you use) would be able to see it also. Not a very good idea.

[EDIT]
Let me rephrase: You COULD setup a VPN to enable the computers to access each other. You just aren't going to be able to access them the way things stand right now.

i remember seeing a modem/switch that you could hook up 2 broadband connections. The only problem is that it doesnt shotgun it. (ie. you have 2x 1.5mbit cable connections. This doesnt make you have a 3mbit dl speed)

instead it uses it much like a dual processor set up. So as one connection is being used to download something, the other could be used to download something else without the first download being bogged down

This is more useful if you have cable for the download, then use DSL for the upload and hook them into the router

but that was getting a little off topic
Gone for good. But never say never

Although a question for the networking forum, you need "client for MS", file sharing enabled, and the Netbeiu protocol also added to see files between two PCs in Network Neighborhood.
Win ME? Should be upgraded to anything else.

....almost forgot as it's been a while since I tryed XP (now gone), XP doesn't normally use netbeiu. Each drive also needs sharing enabled.
