CPU Spikes help!!

I just upgraded the WDT server yesterday from an:

Athlon XP 1700+
512 DDR pC 2700
ABIT Nforce 1
20 gig WD 5400 drive

to an:

Athlon XP 2600+
1 gig of Corsair Twin paired XMS Pc 3200 400 mhz ram
36 gig WD Raptor 10000 RPM 8 MB cache SATA
MSI K7N2 Delta Nforce 2


This thing smokes! It takes about 15 seconds to boot up which is awesome. However I am having an issue. It seems the processor is spiking a lot. Even with no players on the server it frequently jumps from 8% usage up to 22% and sometimes even 60%. It should not be doing this with no players. I have gone through and disabled all services that I do not think I need. I have desktop colours set to 16 bit. All fancy XP special effects are turned off. The only things installed right now are the BF server and blackbag ops version 2.0 beta 3e, which is running in above normal mode through a switch. I copied the .con files from the old server over so I would not have to redo the config, users, autoannounce, etc etc. I am running XP as the OS and it has all the latest service packs. The old server idled at about 8% with no players and never spiked like this so I am at a loss. I have tried running the server with no applications running at all and it still spikes from 0% utilization to 22% to even higher. Looking at the processes nothing really seems to stand out when these spikes occur. Help? Thanks in advance guys!
