I saw somewhere that Tesla is ending its "guaranteed buyback at X price" program after three years for new purchases.

That's true. They were doing that prior to them offering leasing. They would basically sell you the car and agree to buy it back after 3 years.
Now Tesla offers leasing so the program is no longer necessary for them.
