Bad accident yes. But it's not a state trooper's (or any cop's) camera - cop cams have a time-stamp and other data.

I agree not sure this is even happen here in the states ! I have to play it again did sound like they were speaking English .

Looks like Russian dashcam although it did sound like the woman in the car was speaking English with an accent. Maybe Norway or something?

Yeah not a state trooper that's for sure. I hate it when stuff like this is passed around. No offense Ren, it's not your fault its labeled improperly.

Found this in the comments there:

Read the Snopes report on this video. It happened in Russia and there's no evidence the driver in the wreck was distracted or that this was a law officer dash cam video. The driver in the wreck did die.
