If it's anything like my 96 F-150, the fuse panel should be under the steering wheel, somewhere to the left. One small panel you pull down...

Of course, if it's anything like me truck, the headlight switch rotates to set the dimness of the dash lights. See if it's all the way to the left, and if you can rotate it to the right, try. It might fix that.

Edit: Thinking again, the fuse panel could either be there, or under the hood, near the drivers side firewall. Just above where the air filter goes. *shrugs* See if that's right or not.

More than likely the one under the steering wheel. If you pull the panel and look at the back of it, it should have a diagram telling you what fuse does what. Let me dash out to my truck and see if I can figure out where it is. One min

Edit: Alright, on my truck, the fuse you'd be looking for is under the dash, fuse #4, a 15. It's on the bottom left corner. I pulled it, and the dash lights wouldn't turn on. I'm not sure about your truck, but hopefully this will give you an idea of where to start looking

mini fuses? The lights on my dash were going out one by one, I actually had to pull the instrument cluster and replace the bulbs.. That was fun.. NOT

My truck has the fat fuses, my uncle's e-150 has the fat fuses, but we used to have a 1996 Pontiac Sunfire, and it had the mini fuses >.>
