can use some advice for child safety !

were looking to install a wood playset in are daughters yard . the unit 14.6 ft wide x 11 ft deep and 9 ft high . the daughter talking about adding astro turf or im thinking rubber mats around the area . thinking about 20 x 20 area with a landscape timber boundary around it. if we do astro turf to keep it secure . there don't like my idea of just using rubber mulch as the children will be under 3 years old and tossing it around (this would be a lot less costly to buy and install ) do to size of area it take 2 runs of 12 x 20 Astro turf also have no clue as to how to seam that stuff . any other ideas or advice about astro turf. it would be placed over the grass in there yard . they are located in tampa florida area .
im all ears as to what the pro's and cons to astro turf or rubber mulch or rubber mats . the final decision will be daughters as we bought the playset . but im not kicking any more then maybe the landscape timbers to out line the area !
