You can't remove the ability to spoof as there are legitimate reasons for needing/having this ability. The system I designed and manage allows spoofing, but the big difference is that I only allow spoofing of numbers that I have configured on the customer's account which are inbound numbers in our inventory. If the customer requires using a number outside of our network then we have a process to verify that they actually own the number.
