This seems bad. Lets add shit on top of shit to make it work instead of removing the ability to spoof.

You can't remove the ability to spoof as there are legitimate reasons for needing/having this ability. The system I designed and manage allows spoofing, but the big difference is that I only allow spoofing of numbers that I have configured on the customer's account which are inbound numbers in our inventory. If the customer requires using a number outside of our network then we have a process to verify that they actually own the number. We definitely do not allow someone to just give us an arbitrary callerid.
