setting for TV for channel 3

My cable company brought a High Definition receiver and he hooked it up and told me to set the computer to channel 3. Yeah Right. I cannot for the life of me figure out how to do it. I know it is possible.
I have a Dell PC and use Windows XP
Can anyone give me how to do this?
