Get a dremel or some sort of saw that will cut metal. Desighn the shape you want. Get some window modling and installt he window. For the neon, just secure the neon using screws or some sort of fastener. Put a switch on it and wire the switch to reach a convienient place on the case. Its not too bad...

if you can get replacement covers and cut a slot in the right place and create a push through aread for the button to eject the cd you'd be alright. Directron.com has them.
