Few colegues next to me chat normaly on ICQ and I am the onlyone with problem

Tried with different versions of ICQ but all over again got this stupid message and can't connect! "RATE LIMIT EXCEEDED PLEASE TRY TO RECCONECT IN A FEW MINUTSE" It works for a while after installing new version and start again and there is no way to connect. Any ideas? TIA grozda@cenis.or...
